2018 20 Paper: Junction and Clover Dams
Junction and Clover Dams are slab and buttress dams located on the East Kiewa River between the townships of Mt Beauty and Falls Creek and are part of AGL’s Kiewa Hydroelectric Scheme.
Safety Reviews carried out by GHD (Clover Dam 2005 and Junction Dam 2008) concluded that neither dam was capable of withstanding the earthquake loads for a 1 in 10,000 AEP earthquake event which was
adopted as the seismic acceptance criteria for the High B hazard category dams. Additional reviews and assessments were carried out between 2010 and 2013 which concluded that significant remedial works were required to bring both structures up to current seismic design requirements. Design and Construct tenders for the remedial works were issued to five D&C Consortia in November 2013
and closed on 11 May 2014. Four of the five tenderers provided costs and details for the proposed upgrade works at a cost of around $35M for both dams. The other tenderer (Fulton Hogan and URS (AECOM)) offered an alternative approach which was based around reviewing the original Dam Safety Review criteria to be able to demonstrate that no remedial works were required.
This paper provides details of the original Safety Reviews, details of the additional assessments and investigations that were carried out that resulted in the D&C tender for the upgrade works being issued and
the process that followed the receipt of the tenders which eventually resulted in no upgrade or remedial works being carried out.
